NewSupporting Organisational Effectiveness Toolkit

The Supporting Organisational Effectiveness workshop is an intensive two‑week programme designed to strengthen participants’ consultancy, analytical and organisational diagnostic capabilities. It responds to the growing need for skilled consultants and public sector professionals who can support efficient service delivery, manage change and design effective organisational structures.

Across the programme, participants learn how to assess organisational performance, identify drivers of change and apply structured consultancy methodologies. The learning approach blends briefings, discussions, case studies and practical exercises, ensuring both conceptual understanding and hands‑on experience. A core feature is a comprehensive case study that simulates a real consultancy assignment - from initial scoping and data collection through to diagnosis, option design, costing, planning and final client presentation.

Who the workshop is for

The workshop is intended for individuals involved in change management, strategic reviews, process analysis, functional reviews or organisational reform across public sector ministries, departments, local authorities and parastatals. It is also suitable for those in internal consultancy roles, contract‑management positions requiring “intelligent client” skills, and private sector professionals supporting public sector improvement. Participants may include new or experienced consultants, analysts, HR and OD professionals, financial specialists, auditors, IT professionals and communication experts.

  • Consultancy Foundations: Consultant roles, professional behaviours, client relationship management, consultancy life cycle and service marketing.
  • Scoping and Engagement: Problem definition, objectives, terms of reference, stakeholder mapping and engagement, governance and quality assurance.
  • Functional Review and Analysis: Mapping functions and processes, analysing structures and performance, and identifying organisational constraints and opportunities.
  • Research and Diagnostics: Interviews, focus groups, surveys, document review, root cause analysis and handling data ethically.
  • Option Development and Costing: Creative problem‑solving, shortlisting options, impact assessment and costing organisational changes.
  • Change Planning and Risk: Implementation planning, communication strategies, stakeholder buy‑in and risk mitigation.
  • Communication and Delivery: Structuring messages, negotiation skills, conflict management, report writing and presentation delivery.
