Evidence, Analysis and Writing for Impact

Dates:

  • 10 - 21 May 2027

  • 15 - 26 November 2027

Workshop overview

This two-week programme combines:

This intensive ten-day programme equips public-sector leaders and professionals to move confidently from a decision question to robust analysis, a persuasive written recommendation and an executive presentation. It combines practical data and statistical literacy with the full writing process: defining purpose and audience, testing evidence, interpreting uncertainty, structuring a case, drafting in plain English, using tables and visuals effectively, and quality-assuring work for accuracy, accessibility and impact.

Participants work throughout both weeks on a realistic public-sector scenario, supported by short briefings, worked examples, guided analysis, writing studios, peer review and facilitated challenge. The programme is designed for decision-makers rather than technical specialists and culminates in a concise evidence review, decision brief, longer written product and presentation to a simulated senior audience.

Who Should Attend

Policy and programme leads, senior and middle managers, service managers, commissioners, regulators, project leaders, monitoring and evaluation professionals, analysts, operational professionals and subject-matter specialists who commission, interpret, prepare or approve evidence-led written material. No advanced statistical training is required.

Learning Outcomes

By the end of the programme, participants will be able to:

  • Frame policy, programme and service-delivery issues as focused decision and analytical questions.
  • Assess data for relevance, completeness, reliability, timeliness, comparability, privacy, fairness and ethical use.
  • Use core descriptive statistics to summarise performance, patterns, variation and uncertainty.
  • Distinguish association from causation and recognise bias, confounding, false precision and unsupported claims.
  • Define purpose, audience and intended decision before selecting the most suitable written product and level of detail.
  • Structure concise, accessible and evidence-led briefings, reports, business cases, submissions, emails and meeting records.
  • Separate fact, analysis, assumption, risk, options and recommendation transparently.
  • Use tables and simple visuals to make complex information easier to understand without misleading the reader.
  • Develop proportionate options and recommendations that make benefits, costs, dependencies and trade-offs explicit.
  • Edit and quality-assure work for logic, tone, accessibility, accuracy, confidentiality, consistency and impact.
  • Plan collaborative writing assignments, manage contributors and approvals, and maintain quality under time pressure.
  • Present a written recommendation confidently and respond constructively to questions and challenge.

Key Topics

Week One: Building and Interpreting the Evidence. Participants connect public-sector priorities and accountability to clear decision questions, map audiences and develop outcomes frameworks. They identify and assess administrative, operational, survey and open-data sources, considering definitions, coverage, timeliness, completeness, comparability, privacy, fairness and responsible use. Core statistical methods are used to summarise performance and variation, make fair comparisons and interpret uncertainty, trends, forecasts and relationships without overstating causation or significance. The week concludes with the selection of clear, accessible tables and visuals and the development of a logical evidence narrative tailored to senior officials, elected representatives, partners and the public.

Week Two: Writing, Assuring and Presenting for Impact. Participants turn their analysis into purposeful, audience-focused written products by selecting the right format, applying plain-English and accessibility principles, and planning scope, contributors, milestones and approvals. They structure concise executive documents, synthesise qualitative and quantitative evidence, appraise options and communicate benefits, costs, risks, dependencies, assumptions and trade-offs transparently. The programme also covers focused meetings, decision and action records, version control, collaborative review and layered quality assurance for accuracy, consistency, confidentiality and visual integrity. Participants finish by refining an evidence-led decision document, presenting its recommendations to a simulated senior audience and responding constructively to challenge.
