Effective leadership is essential in current challenging times. Public bodies are asked to deliver more with fewer resources, and public leaders are required to anticipate and think tactically in the face of various possible futures.


This five-day programme is designed to guide those at the forefront of organisations who would like to bring about effective change. This programme offers participants opportunities to develop and practice their leadership skills. The programme will enable delegates to create a personal action plan based on the real issues they have brought to the training which will enable them to start delivering real improvements as soon as they are back in the office.

Clair’s career began in the Civil Service, where she worked in the Department for Constitutional Affairs (Now Ministry of Justice), the Home Office, and the Government Office for the South East.  

Clair rose quickly to hold senior roles and worked closely with Ministers to lead complex projects during turbulent and challenging times.  Her expertise is in development and improvement work with senior leaders and their teams, as well as managing collaborative projects and delivering within complex organisational structures.

More recently Clair has been involved in delivering extensive training for many Public Sector organisations and Government departments. Some of her past successes including delivering effective leadership and change management training within Tower Hamlets council, working with Health Education Kent Surrey Sussex , where she conducting a management audit, and working  with the National Trust to redevelop the training materials for the managers of the Trust’s 70,000 volunteers.

Clair is a visiting lecturer at Brighton Business School and Surrey University, an associate of Local Partnerships and a Fellow of the Chartered Management Institute.

Noah possesses extensive and impressive experience in developing and restructuring organisational strategy. As the founder and Director of Bridgenor Associates, his skills include market analysis, scenario planning and horizon scanning; all services that he has provided for Central Government departments, NGOs and institutional investors.


Noah began his career in the Civil Service as a speechwriter for HM Treasury. He then took on the roles of Chief of Staff and Policy Advisor while on secondment at the Cabinet Office. Later, he took on the position of Director of Strategy at the office of Fair Trading where he advised the CEO, Chairman and Board Executives on strategic and governmental matters.


He also redesigned the department’s strategic function; shifting the focus to horizon scanning, corporate prioritisation and Board-level support.


As well as time spent working in the private sector, including a Vice President position at Morgan Stanley, Noah has also held senior and Board positions in NHS organisations, including Chief of Corporate Affairs for NHS Coastal West Sussex CCG and Board Member for NHS Tower Hamlets CCG, which he still holds today.

Roger Mendonca

Roger is currently the Director of Studies at Civil Service College. His previous roles include Chief Operating Officer and Deputy Chief Executive at West Northamptonshire Development Corporation, and Senior Policy Adviser at the Office of the Deputy Prime Minister.

Roger Mendonca is currently the lead trainer and Director of Studies at Civil Service College. He has previously worked at West Northamptonshire Development Corporation as its Chief Operating Officer and Deputy Chief Executive. In this combined role he was responsible for the organisation’s corporate services, including its finance department as well as its marketing and governance functions. Roger was WNDC’s Acting Chief Executive and led the establishment of the organisation.

Prior to joining the WNDC, Roger was a Senior Policy Adviser at the Office of the Deputy Prime Minister (ODPM). He set up three Urban Development Corporations, managed the Department’s physical regeneration programme and sponsored the Regional Development Agencies. He also led on the Department’s contribution to the London 2012 Olympics candidature process.

Roger has been working in a Senior Executive role on the delivery frontline of the public sector for the last decade. He has led start-ups, closures and turnarounds and has wide-ranging experience of all operational matters, including setting strategic direction, business planning, policy development, change management, financial and resource management, stakeholder management, marketing, media relations, PR and public affairs, governance, information management, business analytics, and HR – including organisational design and the creation and maintenance of a culture of excellence.

He has studied at Harvard University’s Kennedy School of Government, has an MBA from Henley Business School and is a certified Executive Coach.

Alongside his executive roles, Roger is currently Vice Chair of Care and Repair (Northampton) Ltd, a home improvement agency run as a charitable trust which aims to keep homes warm, safe and secure for the most vulnerable people in the town and other parts of Northamptonshire.
